Student attains an overall picture of historical development phases and present structure of administration. Study unit focuses on central juridical principles an norms of administration. Student is familiar with substantive, level and areal jurisdictional division of administration and knows the central norms of administrative procedure. S/he is familiar with administration’s ordinary channels of appeal from the viewpoint of application of administrative law and municipal law. Student understands the principle of publicity and its relation to the protection of privacy and persona data.
Student studies the basic doctrines connected to privacy and personal data protection and juridical regulation of data protection. Student forms an overall picture of the basics of labour law and the law of civil servants. Study unit focuses on provisions of the Contracts of Employment Act, Working Hours Act and Annual Leave Act and legal practises connected to them. Student also studies collective agreement system. S/he is familiar with sources of law concerning the law of civil servants and their central content and knows the right and duties of civil servant.
